Job Description:

Responsible for managing statewide Jobs for Veterans State Grant (JVSG) and Rapid Response programs. Delivery of services for the Federal programs for Veteran Employment and Training (VETS) and Workforce Innovation and Opportunity Act (WIOA), Dislocated Worker programs. Oversee the service delivery, including delivering training to the Department’s 20 Workforce Centers programs.

Job Responsibilities:

  • Monitor and ensure the 20 local Workforce Centers staff meet Federal and State program performance measures.
  • Assists and supports the Department’s Disabled Veteran Outreach Program Specialists (DVOP) across the State with the tools and guidance to provide Employment and Training Services to the Veterans of Wyoming.
  • Communicates necessary changes to the Division Administrator on program changes that need to be made to ensure compliance with Federal regulations and policy.
  • Participates in Veteran Affairs partnerships such as the National Association of State Workforce Association (NASWA) Veterans’ Affair Committee.
  • This position is the liaison between the Wyoming Department of Workforce Services and the U.S. Department of Labor’s Director of Veteran Employment and Training Services (DVET) for the State of Wyoming. The Program Manager and JVSG staff throughout the State partner with other organizations such as the VA or VOA (Volunteers of America) as needed to provide or refer Veterans for appropriate assistance.
  • Provides technical assistance support, monitoring, and reporting to meet the grant requirements.
  • Provides timely and accurate reporting information to the data analysis staff as requested and required by policy and regulation.
  • The program Manager disseminates, interprets, and reports program information and performance as required to maintain compliance.
  • Review and interpret program data and reports to ensure State and Federal performance measures are being met.

Job Requirements:

  • Knowledge of Wyoming governmental framework, organization of Agencies and Departments
  • Knowledge of the legislative, executive, and judicial branches of state and federal government
  • Knowledge of governmental budgeting practices and financial transactions
  • Knowledge of ES Division program service delivery methods
  • Knowledge of workforce development, labor market, and economic development areas
  • Knowledge of Wagner Peyser, Personal Opportunities with Employment Responsibilities, Trade Adjustment, Workforce Innovation, Opportunity Acts, etc.

Qualification & Experience:

  • Bachelor’s Degree (typically in Business)
  • 0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst II
