Job Description:

Performs a wide variety of human resources technical functions in areas including payroll, human resources information system (HRIS) position and employee transactions, recruitment, benefits and the maintenance of employee personnel records for the Department of Military Affairs and Veterans Services. Maintains discretion and confidentiality in the performance of job duties.

Job Responsibilities:

  • Performs recruitment and certification functions including, but not limited to, preparing job announcements, posting positions, screening applications for certification/eligibility, corresponding with applicants, and completing post offer documents. Provides assistance to supervisors regarding the interview process.
  • Ensures timely and proper administration of employee benefits. Explains benefits to employees and assists with enrollments and changes to employee benefit plans. Participates in annual open enrollment activities. Maintains current job knowledge of employee benefits by attending meetings/trainings and by reviewing Department of Administrative Services publications.
  • Audits and verifies employee timecards on a bi-weekly basis to ensure completion and accuracy in accordance with the Division of Personnel rules, Collective Bargaining Agreement, and all applicable laws, policies, and procedures. Processes and reconciles bi-weekly time/leave and payroll activities for the department. Adheres to all established time frames and deadlines in accordance with the State payroll cycle and system processing schedule and guidelines.
  • Tracks, coordinates and oversees the distribution, completion, and return of employee annual performance evaluations to ensure that the performance of each classified employee is evaluated in accordance with the Division of Personnel rules and State of NH law. Processes accurate and timely HRIS transactions.
  • Initiates and processes accurate and timely HRIS transactions for all DMAVS employees and/or position changes to ensure complete and accurate data is reflected. Ensures all prerequisite requirements have been fulfilled prior to submission. Coordinates all transactions with the State payroll calendar and established deadlines to assure proper and timely processing. Transactions include position updates, employee status updates, compensation, benefits, and other human resources information.

Job Requirements:

  • Applicant must possess a valid driver’s license.
  • Must be able to satisfactorily undergo a State Police records check. Must pass a National Agency Check to obtain a Common Access Card (CAC) used in the performance of assigned work duties and be eligible for renewal as a condition of employment.

Qualification & Experience:

  • Bachelor’s degree from a recognized college or university with major study preferably in personnel management, business administration, education, or one of the social sciences. Each additional year of approved formal education may be substituted for one year of required work experience.
  • One year of experience in a personnel office performing personnel work preferably at a supervisory level. Each additional year of approved work experience may be substituted for one year of required formal education.
