Job Description:

This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Chief Information Officer, in Arlington, Virginia, Chandler, Arizona, and Washington, District of Columbia.

Job Responsibilities:

  • Plan and coordinate organization wide implementation of process improvement methods and concepts to improve quality of software products;
  • Direct, coordinate, and oversee work of subordinate supervisors and/or team leaders;
  • Actively participate in meetings, conferences, hearings, and presentations involving problems and issues.
  • Provide expert technical advice and guidance to senior management officials;

Job Requirements:

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
  • Males born after 12/31/59 must certify registration with Selective Service.
  • Time in Grade: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. Time in grade requirements must be met by the closing date of this announcement.

Qualification & Experience:

You qualify at the GS-15 level if you possess one (1) year of specialized experience performing duties such as:

  • Assessing new system design methodologies to improve software quality;
  • Managing projects showing innovation utilizing emerging technologies such as Open Source, migration to Cloud, Software as a Service, Platform as a Service, Infrastructure as a Service; and
  • Acting as a key decision maker in aligning mission requirements with strategic vision in developing future year budgets;
    Managing investments while actively practicing cost reduction throughout the project lifecycle;
  • Supervising technical and contractor staff and exhibiting executive level organizational skills in overseeing a wide range of managerial responsibilities, including employee performance, recruitment, and mentorship
