Job Description:

The Human Resources Generalist serves as the Human Resources Administration (HRA) point of contact and the main liaison to the assigned administration. The incumbent is responsible for providing the full range of technical assistance, guidance, and advisory services to all level of managerial and non-supervisory staff in the management of human resource activities of the assigned administration; and within limits, resolving human resource and administrative issues/problems. The work assignments may involve a combination of any of the following human resources areas: recruitment and staffing, retirement and benefits, payroll, time and attendance management, and other human resource matters as assigned.

Job Responsibilities:

  • Identifies, develops, and maintains ongoing recruitment sources including, but not limited to, community, job fairs, college recruiting, networking with community and professional based organizations, print media, and other possible media. Conducts in-house orientation of new employees to include gathering and organizing documents and relevant forms. Reviews Requests for Personnel Actions (PAR) and Selection Certificates to assure adherence and compliance with the procedural requirements of the District and the agency.
  • Prepares position vacancy announcements, in collaboration with the manager or other senior level staff, ensuring the vacancy announcements reflects the position descriptions. Reviews vacancy announcements for quality and accuracy before posting. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media, including newspapers, list serves, relevant websites, and job boards like LinkedIn, Indeed, etc., appropriate for target population. Determines the qualifications of the positions including nonsupervisory, supervisory, and managerial with non-specialized and specialized requirements in accordance with the standards used by the District and provides advice and guidance to the hiring managers.

Qualification & Experience:

  • Must possess at least one (1) year of specialized experience equivalent to the grade 11 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, demonstrable comprehensive knowledge of and skills in applying human resources related concepts, principles, and practices related to the assignments.
  • Relevant Bachelor’s degree i.e. Human Resource Management, Business Administration, or other related field of discipline is highly preferred.
